REQUEST FOR PROPOSALS (RFP)
INMATE COMMISSARY SERVICES
The Warren County Board of Supervisors is soliciting sealed proposals from qualified vendors to provide Inmate Commissary Services for the Warren County Jail.
The successful vendor shall provide a full-service commissary program including, but not limited to, ordering, inventory management, packaging, delivery, secure inmate account management, and a web based commissary system compatible with the County’s jail operations.
Sealed proposals will be received by the Warren County Board of Supervisors at:

913 Jackson Street
Vicksburg, MS 39183
Until 10:00 am on Wednesday, April 22, 2026, at which time proposals will be publicly acknowledged. Proposals received after the stated time will not be considered.
The specification package and instructions for submission of priced technical proposals may be obtained by visiting the website Central Bidding (Central Bidding House) at https://www.centralauctionhouse.com/ or by contacting Victoria Bell, Purchasing Agent by email, victoriab@warrencountyms.gov . Proposals may be submitted via electronic or paper delivery means. Paper Sealed Bid delivery shall be to the Warren County Purchasing Department, 913 Jackson St, Vicksburg MS 39183. Late or incomplete proposals will not be considered. Modifications will not be considered after the closing date and time. For any questions relating to the electronic bidding process, please call Central Bidding at 225-810-4814.
All proposals must be sealed and clearly marked:

This procurement is conducted in accordance with Miss. Code Ann. § 31-7-13. The Warren County Board of Supervisors reserves the right to determine responsible proposing companies, responsive and most advantageous proposal(s), invite bids from multiple contractors, reject any and all proposals or bids and waive minor informalities in the proposal and bid process. Warren County reserves the right to award a contract to the contractor(s) believed most advantageous to the County, with price and prior experience considered.
This notice is published pursuant to an order of the said Board of Supervisors dated the 16th day of March 2026.
